Ms. Luvsan is the CEO and Founder of Devopar, LLC, a WBENC-Certified WBE. Angie has over 18+ years’ experience working in the hospitality, property management, construction industries. Angie offers a wide array of expertise in project management, preconstruction / construction administration along with all facets of private sector business and financial operations. Ms. Luvsan is widely known for her superior customer service skills, and client focused results. During her career, she has managed and provided direct oversight for $70+ million in school and commercial construction. Ms. Luvsan's diverse management experience includes Food Service Management, Property Management and Construction Advisory Services. Angie’s experience along with her ability to build committed partnerships in other business sectors is the foundation of Devopar. 

Mr. Celmer has over 23 years in the educational field offering unique and extensive administrative, financial and operational experience from his work as a Receiver Appointed Superintendent/CEO, Assistant Superintendent and Chief Operations Officer. Mr. Celmer also served as an Adjunct Professor for the Reading Area Community College. Chris has provided the following consultative services for 20+ school entities: financial planning and budget analysis, capital planning, facilitation of building assessments, school capacity and enrollment reviews, procurement strategies, educational foundation planning, grant development, and leadership coaching focused on strategic planning and school operations. Chris also assists school districts with the retention of students through charter school recapture efforts, implementing charter school approval processes, and expert witness services. Chris has presented at numerous local and state conferences and leadership development forums in the areas of school operations, healthcare, strategic partnerships, and capital planning. Additionally, he is a Senior Consultant for Fidevia Construction Management and Consulting and serves as PT Executive Director for the Berks County School Districts Health Trust, which manages over 5000 contracts serving 13000 + members.

Dr. Sneath has over 28 years in the educational field and offers extensive administrative experience from her work as Chief Academic Officer, Assistant Superintendent, and Principal. Creating academic systems that provide continuous improvement of teaching and learning for ALL STUDENTS has been the focus of her career. She has done numerous statewide presentations;  focusing on data-driven decision making, MTSS, human capital management and transformational leadership. Dr. Sneath can provide consultative support with leadership coaching, data analysis, school improvement, academic systems, equity reviews and organizational change management.
