Founded in August of 2022, Devopar is the brainchild of Angie Luvsan.
After graduating from the University of Mongolia with a degree in Business Management, Luvsan immigrated to the United States in 2006. She began her career in the restaurant industry, working two jobs while taking graduate classes in business. As a shift manager and barista at Starbucks in Lititz, Pennsylvania, she met Dan Cicala, a regular customer, who recruited Luvsan to join his growing construction management and consulting firm, Fidevia. Over the next decade, Luvsan worked side-by-side with Cicala, learning all aspects of the business, from preconstruction planning and the land development approval process to management and field administration for projects ranging from 3-month roof replacements to 3-year, multi-phased $70 million+ new school construction. Luvsan was later tapped to lead the construction of various commercial buildings and a 55-unit apartment complex. She then managed the properties upon their completion and served as the head of financial operations.
In her multiple roles, Luvsan became a trusted partner and liaison, recognizing the needs of clients, comprised primarily of school district administrative teams, and building a large network of proven contractors and consultants. With the skills advanced over her 18+ year career and her long-standing desire to start a firm of her own, Luvsan launched Devopar.
Luvsan reconnected with Mr. Chris Celmer M.S. ED, a long-term educational leader who announced his retirement from K-12 education, when he was opening his own consulting company focused on educational consulting services. After several meetings, they agreed to couple their consultative visions and aspirations under Devopar. Celmer, who was well known for his 20 plus years in education administration, offered a unique background of education and business with a particular expertise in analyzing and revamping operational systems within an organization to ensure equitable access for all students. Celmer served as the Assistant Superintendent for the now PA Secretary of Education from 2014-2019. In 2019, he was hand selected to lead the stabilization effort under the Montgomery County Intermediate Unit (MCIU) for the Harrisburg School District. Celmer served as the COO and Receiver Appointed Superintendent under a consultative partnership agreement through MCIU. During his career, Celmer worked for over a decade with the Berks County Intermediate Unit and was a GED and adjunct business instructor for Reading Area Community College.
Celmer and Luvsan then recruited Dr. Susan Sneath, an educational leader with over 28 years of expertise in teaching and learning, leadership development, academic systems, accessing equitable instructional practices, and the cycle of continuous improvement, to join the Devopar team as a Project Manager / Senior Consultant in February of 2023. Dr. Sneath is well known across Pennsylvania for her work with the Pennsylvania Inspired Leadership Program (PIL). During her career where she served in rural and urban settings, Dr. Sneath served as a Principal, School Counselor, Chief Academic Officer and Assistant Superintendent.
