Candis Finan, Ed.D. - Dr. Candis M. Finan earned a Bachelor of Science in Secondary Education/English from the Pennsylvania State University in 1972 and a Master of Science: Reading Education/Reading Supervisor in 1975 and Principal Certification in 1981 from the University of Scranton. Dr.Finan earned her Doctor of Education in Educational Administration from Fordham University in 1993. She is a member of the Pennsylvania Association of School Administrators (PASA) and Alumni Associations for Fordham University and Pennsylvania State University. Dr. Finan served on the advisory board for the Salvation Army of Orange County, Port Jervis, NY; served on the Pike County Chamber of Commerce Board and held the positions of President, Vice-President, and Secretary of that organization. Dr. Finan is a founding member of the Lowe Lake Association, where she served as Secretary.
Susan Sneath, Ed.D. - Dr. Sneath has over 28 years in the educational field and offers extensive administrative experience from her work as Chief Academic Officer, Assistant Superintendent, and Principal. Creating academic systems that provide continuous improvement of teaching and learning for ALL STUDENTS has been the focus of her career. She has done numerous statewide presentations; focusing on data-driven decision making, MTSS, human capital management and transformational leadership. Harley Ramsey, Ed.D. - Dr. Ramsey has more than 25 years of leadership experience spanning K–12 education, higher education, executive leadership development, and private-sector operations. His professional experience includes serving as a Superintendent of Schools, Assistant Superintendent, High School Principal, Assistant Principal, Agricultural Education Teacher, and private-sector Operations Manager. He has also serves as an adjunct professor at Duquesne University and PennWest University and served as a facilitator for the Pennsylvania Inspired Leadership Executive Development Program for over a decade. Dr. Ramsey served as a Safe Crisis Management trainer for 15+ years and is a trained Ukeru instructor. Harley provides consultative services in the areas of board development, strategic planning, organizational and operational analysis, school and community engagement, curriculum and instructional leadership, assessment literacy, professional learning, facilities planning, leadership development, and continuous improvement. Dr. Ramsey has extensive experience developing partnerships among schools, businesses, higher education institutions, government agencies, foundations, and community organizations. Brett Cooper, Ed.D. - Dr. Cooper has over 34 years in the educational field. He is a retired school administrator who has served in a variety of administrative roles, including a Superintendent of Schools, High School Principal and other administrative roles. Dr. Cooper earned his Doctorate from Immaculata University in Educational Leadership and Master of Education Degree in Sport Management from Millersville University. He earned his undergraduate Bachelor of Science degree in K-12 Health and Physical Education from Lock Haven University. As a consultant, Dr. Cooper can provide support with Leadership Coaching.
Colleen Murray, Ed.D. – Dr. Colleen Murray has over 26 years in education and offers extensive district level administrative experience from her work as Superintendent and Chief Academic Officer. Ashley Bottiglieri, Ed.D.- Dr. Ashley Bottiglieri, a passionate advocate of educational excellence and innovation, has over two decades of experience in educational leadership and administration. Currently serving as a director of technology, Dr. Bottiglieri has previously excelled as an education leadership consultant, instructional technology coordinator, and professional development facilitator. Her unwavering dedication lies in empowering educators and revolutionizing learning experiences for students through the use of transformative technologies. Dr. Bottiglieri's expertise spans a spectrum of fields including Mass Customized Learning, cutting-edge technologies, 1-to-1 technology initiatives and deployments, internet safety and digital citizenship and artificial intelligence. Jacqueline (Jackie) Castleman, M.S. Ed- Ms. Jacqueline Castleman has over 35 years of experience in education. Beginning her career as a Speech/Language Therapist, she went on to positions in teaching, special education consulting, staff development, training and coaching. Over the past 10 years, she served as an early education principal and most recently retired from the Montgomery County Intermediate Unit – Harrisburg School District partnership where she served as a Director of Academics. Jacqueline has done numerous presentations focused on data analysis to improve student achievement.
Laura Fitzpatrick, Ed.D.- Dr. Fitzpatrick earned a Bachelor of Arts in Middle Childhood Education – Language Arts & Mathematics from Cedarville University in 2013 and a Master of Education in Special Education from Concordia University in 2015. She went on to earn a Doctor of Education in Professional Leadership, Inquiry and Transformation from Concordia University in 2019. Dr. Fitzpatrick is an educational consultant specializing in curriculum development and instructional coaching. She earned her Doctor of Education in Educational Leadership as well as a Superintendent’s Letter of Eligibility and has served in various administrative leadership roles throughout her professional career. Her recent positions include Director of Curriculum & Instruction, Director of Elementary Curriculum & Instruction and Adjunct Facility Member teaching graduate level courses in instructional leadership. Dr. Schaefer is adept at collaborating with internal and external stakeholders to implement comprehensive planning and ensure continuous improvement. Dan Richards, Ed.D. - With more than 33 years of experience in education, Dr. Richards has served as a middle school, high school, and alternative education teacher; instructional coach; K-12 curriculum supervisor; professional development administrator for mathematics and science; and Intermediate Unit Director of Professional Learning. During his tenure at the Intermediate Unit, Dr. Richards served as the statewide co-lead for professional development related to the Pennsylvania Department of Education's (PDE) Classroom Diagnostic Tools (CDTs) and Firefly Benchmark assessments. He also acted as a liaison to PDE on Pennsylvania standards revision projects and served as an advisory partner for the PDE Statewide Comprehensive Support and Improvement (CSI) initiative. Dr. Richards is passionate about supporting educators in meeting the needs of all students through professional learning and strategic action planning. His areas of expertise include data analysis and data-driven decision-making, curriculum review and development, instructional best practices, and assessment planning.
Cori Cotner, M.Ed. - With over three decades in education, Ms. Cotner offers extensive administrative and instructional leadership experience from her work as a Director of Curriculum and Instruction, including thirteen years at an Intermediate Unit serving nineteen districts across four Pennsylvania counties, as well as state-level project work with the Pennsylvania Department of Education. She also holds a Pennsylvania Letter of Eligibility. Leading professional learning and building capacity within learning organizations has been the focus of her career — from guiding science-of-reading implementation and evidence-based math adoption to developing the instructional leaders and teams who sustain that work long after she's gone. Cheri Derr, Ed.D. - Dr. Cheri Derr earned a Bachelor of Science in Elementary / Early Childhood Education from Millersville University in 1986 and a Master of Education in Special Education with Special Education Supervisory Certification from Penn State University in 2000. She later went on to earn her Superintendent Letter of Eligibly in 2015 and Doctor of Education in Educational Leadership and Administration from Wilkes University in 2017. Dr. Derr has over 36 years in the educational field and offers extensive leadership and experience from her work in the operation of special education and student services programs. Dr. Derr leads through developing strong relationships with her team and most recently retired from the Pennridge School District where she served as the Director of Pupil Services.

Corinne Mason - Ms. Mason has over 25 years experience in school district fund accounting and financial management. Ms. Mason served as an Assistant Business Manager and Director of Finance during her career. She is considered a strong business leader and trusted advisor to board members, taxpayers and other stakeholders. Ms. Mason has extensive knowledge of generally accepted accounting principles and successfully developed and executed balanced budgets, software conversions and campus renovations/expansions. She has effectively managed accounting operations including oversight of accounts payable, accounts receivable, real estate taxes, payroll, and benefits to meet policy and procedure requirements as well as local, state and federal regulations.
Kathy Johnson - Ms. Johnson has over 30 years of experience in school district business office experience. She served as a Business Administrator for the last fifteen years of her career retiring in 2015. Ms. Johnson is considered a strong business leader and trusted advisor to board members, taxpayers and other stakeholders. She successfully developed and executed balanced budgets, software conversions, contract negotiations and campus renovations/expansions. Ms. Johnson successfully managed accounts payable, accounts receivable, real estate taxes, payroll, child accounting and self-insurance programs. She also has oversight responsibilities related to Food Service, Transportation (both District Owned and contracted), Facilities and Technology. Ms. Johnson has also served as Director of Human Resources and Public Relations. Since her retirement, she has been helping school district business offices and post-secondary schools by providing consultative services. Ms. Johnson is experienced with different financial software packages and has supported the transition of software packages post-retirement.
Brenda Hartman - Ms. Hartman has over 30 years of school district experience as a payroll specialist, bookkeeper, and assistant to the business manager. Ms. Hartman is accomplished in managing financial records and enhancing operational efficiencies. Ms. Hartman has worked with CSIU Financial Software during her career. Ms. Hartman received Northern York County School District’s “Gold Star” recognition for child accounting and PIMS reporting.

Carol Pitts - Mrs. Carol Pitts has over 25 years of experience in public school business. She graduated from the United States Military Academy in 1984 with a Bachelor of Science Degree. While serving in the US Army as a Military Intelligence Officer, she earned a Bachelor of Arts Degree in Accounting from St. Martin’s College. Her first job after the Army was with the Renton School District in Washington State as the Capital Projects Accountant. When her family relocated to Pennsylvania, she returned school business as the Assistant Business Manager at Muhlenberg School District, ultimately becoming Business Manager. In addition to Muhlenberg, Mrs. Pitts has worked at the North Penn School District, the Berks County Intermediate Unit, and the Boyertown Area School District, retiring in 2020. She returned to service as the Business Manager at Derry Township School District in 2024 after supporting them through Devopar and retired for a second time in the fall of 2025. In 2023, she began providing remote accounting support to a homeschool cooperative startup in Massachusetts. She has experience in financial audit preparation, banking and investments, supervision of payroll and accounts payable, financial projections, budgeting, coordinating financial software upgrades, grant accounting, self-insurance, and preparation of financial statements.
Morgan Horton - Ms. Morgan Horton has two decades of experience in development and communications. She has worked with nonprofit and public organizations in the areas of higher education, public and private K-12 education, human services, museums and environmental protection. Morgan’s areas of expertise include government and private grant writing and grant management, corporate and foundation relations, development communication, social media management, web design, public relations and graphic design. Morgan also has experience as an educator teaching foundational courses in the humanities at the post-secondary level.

Lori Lillis - Ms. Lori Lillis earned a Bachelor of Science in Health Planning and Administration from The Pennsylvania State University. Over the past 30 years, she has served as a human resource professional with extensive experience in K-12 school settings. Recently retired, Lillis worked with the Montgomery County Intermediate Unit – Harrisburg School District Partnership as the Director of Human Resources and was a key member of the recovery team. Prior to MCIU, Lillis served as the Director of Human Resources for the Wilson School District. Ms. Lillis also offers unique experience working in county and higher education systems.
Mark E. Holman – Mr. Holman earned a Bachelor of Science in Marketing from York College of Pennsylvania and a Master of Science in Human Resources Development from McDaniel College. Mr. Holman retired in June of 2024 after nearly 35 years in education serving as Director of Human Resources for several public school districts including: The School District of the City of York, Harrisburg School District, School District of Lancaster and Susquehanna Township School District. Since retiring, he has assisted several school districts serving as a Coach, Consultant and Interim Director. Mr. Holman is active in several professional organizations, including the Pennsylvania Association of Business Officials (PASBO), where he is an active presenter and mentor.

Chris Celmer, M.S. Ed- Mr. Celmer has over 23 years in the educational field offering unique and extensive administrative, financial and operational experience from his work as a Receiver Appointed Superintendent/CEO, Assistant Superintendent and Chief Operations Officer. Mr. Celmer also served as an Adjunct Professor for the Reading Area Community College. Chris has provided the following consultative services for 20+ school entities: financial planning and budget analysis, capital planning, facilitation of building assessments, school capacity and enrollment reviews, procurement strategies, educational foundation planning, grant development, and leadership coaching focused on strategic planning and school operations. Harley Ramsey, Ed.D. - Dr. Ramsey has more than 25 years of leadership experience spanning K–12 education, higher education, executive leadership development, and private-sector operations. His professional experience includes serving as a Superintendent of Schools, Assistant Superintendent, High School Principal, Assistant Principal, Agricultural Education Teacher, and private-sector Operations Manager. He has also serves as an adjunct professor at Duquesne University and PennWest University and served as a facilitator for the Pennsylvania Inspired Leadership Executive Development Program for over a decade. Dr. Ramsey served as a Safe Crisis Management trainer for 15+ years and is a trained Ukeru instructor. Harley provides consultative services in the areas of board development, strategic planning, organizational and operational analysis, school and community engagement, curriculum and instructional leadership, assessment literacy, professional learning, facilities planning, leadership development, and continuous improvement. Dr. Ramsey has extensive experience developing partnerships among schools, businesses, higher education institutions, government agencies, foundations, and community organizations. Her unwavering dedication lies in empowering educators and revolutionizing learning experiences for students through the use of transformative technologies. Dr. Bottiglieri's expertise spans a spectrum of fields including Mass Customized Learning, cutting-edge technologies, 1-to-1 technology initiatives and deployments, internet safety and digital citizenship and artificial intelligence.
